Serpent people sorcerors created the sub-reality as a safe(r) place to practice their spells before they used them in primary reality. Over millions of years the Dreamlands expanded. Each new dreaming species added to it until it grew to encompass our solar system. Every planet is inhabited, at least in Dreams.
